Carroll B. Justis, III Memorial Scholarship

An annual scholarship established with gifts from the Carroll Brown Justis III Testamentary Trust.

The purpose of the trust is to provide scholarship assistance to all qualifying students from Accomack County, Virginia enrolled at James Madison University for the upcoming academic year, beginning with the 2022-23 academic year under the following guidelines:

-A JMU student must have been a permanent resident and domiciliary of Accomack County, Virginia for at least three (3) years before receiving, directly or indirectly, any distributions from the trust. A student shall be deemed to be domiciled in Accomack County, Virginia, notwithstanding that the student may receive his or her secondary education at a boarding school not in Accomack County, Virginia, so long as the student maintains his or her permanent residence and domicile in Accomack County, Virginia, and continues to consider a location in Accomack County, Virginia, as his or her home.

-The assistance available from the trust shall be for tuition, required fees and, in addition thereto, room and board, if the student resides on campus.

-The amount of such assistance available for the benefit of each student from Accomack County, Virginia, shall be the total assistance available for distributions determined as aforesaid divided by the number of students from Accomack County, Virginia, provided that the amount payable to or for the benefit of each student shall be adjusted for the amount of any other scholarship assistance received for the student for tuition, required fees room and/or board.

- The University’s Office of Financial Aid & Scholarships will determine the number of students qualifying for the scholarship (including confirmation of the three-year residency requirement for each) as of May 31st of each year.

- If for any reason the annual trust distribution from the Carroll Brown Justis III Testamentary Trust exceeds the amount necessary to provide assistance to the qualified students (e.g. students with financial need have that need met from other sources or, the number of scholarships anticipated on May 31st declines for any reason between May 31st and the start of the following academic year), the excess shall be retained in the Carroll B. Justis III Memorial Scholarship account and used to help offset the scholarship requirement the following year.

The Carroll B. Justis III Memorial Scholarship will be awarded by the James Madison University Office of Financial Aid & Scholarships and will follow the University’s guidelines for the awarding of scholarships.
